New Data Protection Code : I am inundated with requests and option to OPTOUT by texting 50123.However message failure ever time. What can I do?

48 don't support the sending of messages to 5xxxx/premium SMS numbers.
You'll have to contact the service provider some other way and ask them to stop sending these messages.
If they refuse then contact comreg to complain.
