What exactly are you trying to do? 

What exactly are you trying to register?

Are you trying to order a SIM? Or activate a SIM? Or do something else?

What steps are you taking?

Any error messages? 

What do you mean by "or frozen out"?

If you're entering an address are you sure that it's one in the Republic of Ireland and with a valid eircode?

Are you connected on an Irish internet connection without any VPN?

Have you tried another device/browser in case that makes any difference?
