I was wondering if there is anywhere to get a 48 SIM for the Ukrainian refugees who don't have an address or a lot of documentation?

Can't you send them a referral link and they order one that way? All that's needed is an email address and a postal address. No other documentation is needed as far as I know.

Edit: you say that they have no address? Surely there is somewhere that they can use? Even this if necessary:

Edit 2: actually I see from the second link that An Post are giving free SIMs with 3 months free usage to Ukrainian refugees. I don't know if 48 and other providers are doing something similar.
