I just received the SIM card; there’s a promotion on the website for activation and a plan at €9.99, but the price shows up as €12.99 when I try to activate it.

Do you qualify for the €3 discount on the €12.99 monthly membership price for 6 months? 

If you do but are only seeing the €12.99 plan and aren't getting a €3 discount at checkout time then you'll probably need to contact 48 support for assistance.
