Your post isn't exactly clear.
If this is your first membership plan purchase then the €25[.98] charged comprises €12.99 for the one-time activation fee plus €12.99 for the membership plan itself.

You may be eligible for your second month plan free at the moment in which case that effectively cancels out the activation fee.
If that's not the situation then you'll need to explain more clearly what's happening here.
