What does this mean?

I'm guessing that you're trying to join 48 and port your number over but you're getting an error message mentioning "MSISDN"?
If that's the case then this can happen when that number was with 48 at some time in the past.
If that's the case then you'll need to contact 48 support for assistance with getting this issue fixed.
