Problem trying to use SIM as a replacement for stolen one

I have received my new sim and want to change back to my old number which I had with 48 but its telling me my old number is still registerend and I cannot change it! My phone was stolen and I need my number back for medical reasons

You should have ordered a replacement SIM and not a new SIM.
