Can't send messages to certain numbers even with cash credit

I purchased €10 credit to send messages to numbers not included in plan but it doesn’t work is there a setting to change to do this thanks

What sort of numbers are you trying to send messages to? 

Premium SMS/5XXXX numbers by any chance? 

Is so then that won't work at all as 48 don't allow messages to be sent to such numbers.

If that's not the issue then please clarify what sort of numbers are the problem here.
