Your post is a bit confusing.
The thread title suggests that your mobile data only works with Snaphhat while the body suggests that it works with everything except Snapchat.
Which is it?
48 don't restrict mobile data for use with any app.
Was it ever working?
Are your APN settings configured correctly?
Are calls and texts working ok?
Do you have an active membership plan with a non-zero mobile data allowance balance?
Are you sure that the all connected apps that you want to use have permissions to use mobile data on your phone?
What happens when you try to use an app that can't connect?
Any error messages?
Have you tried uninstalling and reinstalling Snapchat to see if that helps?
Maybe installing it afresh will cause it to request mobile data access permissions?
