When I first joined last week internet speed was 30 mbts now it’s 1.5 what’s going on I’ve restarted my phone

Are your APN settings configured correctly?

How much mobile data does your My48 account dashboard say that you have used? 

Are you using the SIM in a phone or a 4G/5G router?

It's possible that 48 throttle speeds when you've been using "a lot" of data. 

Do you know anybody else on 48 in your vicinity? 

If so then are they having the same issue?
