Roaming not working in Spain

I’m in Spain at the moment but my phone not working. It says I’m connected to Vodafone ES when I’m out but won’t let me do anything. What am I doing wrong?

Unfortunately it seems that many people still struggle with roaming problems on 48 for some reason. 

The usual advice for roaming problems applies:

If your SIM predates January 2023 then a replacement may mitigate or eliminate roaming problems:
