What do you mean by "topped him up by €30"?
Did you add cash credit to his account?
That won't be sufficient if he doesn't have an active membership plan.
To use services on 48 you need an active monthly membership plan.
If he has €30 cash credit on his account but no active membership plan then he needs to use the cash credit to buy a plan in order to be able to make calls, send texts and use mobile data.
With no active membership plan he'll only be able to receive calls and texts.
