Your post was blank and the subject line is a bit garbled and confusing.
I presume you mean that you are roaming in the UK at the moment and can't send texts or use mobile data?
If you are trying to send texts to UK numbers then you need cash credit on your account to pay for these as international calls/texts are not covered by membership plan/add-on allowances.
