I presume by "no web service" you mean that mobile data isn't working for you?
Do calls and texts work ok?
Do you have an active membership and a non-zero data balance?
Could you have used up your data allowance?
If so then you'll need to buy a data add-on or use Flexi Data to get more data to use for the remainder of the membership month:
Maybe try getting the APN settings afresh?
