In relation to roaming issues the usual generic advice applies...

Unfortunately many people still seem to have problems with roaming abroad on 48 for some reason.

(On the other hand all the people who have no problems don't post to report their positive experiences!)

If your SIM predates January 2023 then a replacement may mitigate or eliminate roaming problems:

I have/ had the exact same issue. 48 support were useless regarding this especially as the roaming issues are obviously an ongoing issue going by forum posts on here. I have discovered that the 48 sim in the uk only connects to 2g. My phone automatically connected to an O2 network which didn't work at all, showing no service, no data, couldn't make or receive calls. I ended up having to manually select network and the only options that worked was Vodaphone 2G and EE 2G. None of the 4G networks allowed 48 to register on their network. Support had no idea of any of this. They just go through the usual '48 Sim Menu > When Abroad > Manual > International' settings / toggle aeroplane mode on and off / try sim in other device (sim issue, order other sim). 

I spend a lot of time in the uk and this abysmal roaming service when compared to other providers is why I am moving providers as soon as I am back in Ireland, as is the rest of my household.
