What do you mean by "topped up my balance"?
If you mean that you added 2 x €10 to your cash credit balance then that's not going to help.
You need an active membership plan in order to use outgoing services (outgoing calls and texts and mobile data).

48 isn't like some other prepay mobile providers where cash credit is enough to allow services to be used.
On 48 you need a monthly membership plan.
