What do you mean by "I topped up my phone credit late" and "I am unable to activate my current plan"?

Membership plans don't require "activation".

Cash credit top-ups are not the same as buying a membership plan.

You need an active membership plan in order to be able to use outgoing services.

Cash credit doesn't give you this.

You might want to read this key post to understand the difference between them.

What exactly did you purchase?

What does your Transactions page say about your recent payment?

Do you have an active membership plan listed on your My48 account dashboard?

Or do you just have €15 cash credit on your account?

If so then you'll still need to buy a membership plan if you want to be able to use outgoing services.

If you need to contact 48 support about this then see the links in my signature below.
