Says "out of minutes" when trying to make a call

When I ring someone it says I’m out of minutes but when I look at the dashboard it says I’ve used 6/5000

Does that happen for all calls or only to certain types of numbers? 

Note that some calls are not covered by membership plan bundled call minutes and you need cash credit (in addition to an active membership plan) in order to make them:
