New SIM just back from Australia

My son is back from Oz and is a 48 customer as I am too, he has a new sim got for his return and he cannot get it to work

If he's already a 48 customer shouldn't be have requested a replacement SIM rather than a new SIM?

What exactly is the problem that he's having? 

What is he doing, what happens/goes wrong, any error messages, etc.?
