In theory yes.

In practice - it's unclear.

Since yesterday many people have been having problems with roaming:

And even when there isn't such a widespread outage unfortunately many people still seem to have problems when trying to use roaming services for some reason and nobody from 48 has ever explained why or provided a guaranteed fix.

As such, the usual generic advice for roaming issues applies...

If your SIM predates January 2023 then maybe get a replacement in case it helps with roaming issues:

It may be worthwhile reviewing these two threads in case any of the suggestions help to avoid roaming problems:

If you still have problems then you'll probably need to contact 48 support for further assistance.

See the links in my signature below.

Assuming that roaming works for you in the USA note that you will not be able to make calls and all other services (other than receiving texts) will require an active membership and cash credit on your account to pay the relevant charges:

If I was you I would have a backup plan B for connectivity - e.g. a local SIM/eSIM or whatever. But that won't help with using your normal number if 48 roaming doesn't work.

I am not a 48 employee - if you need to contact 48 support you can do so by chat, email (support@48months.zendesk.com) or phone.
