Yes, if you use up your full EU/EEA/UK roaming mobile data allowance then your roaming mobile data will no longer work unless/until you buy a mobile data add-on.
You won't be charged anything automatically.
You need to buy the add-on manually if you want to continue using roaming mobile data.
