Are you sure that your payment card is still valid, isn't frozen via your online banking, and there are sufficient funds in the account if it's a debit card?
I kept getting that error when trying to update my card details for my new credit card and only eventually remembered that my credit card was frozen via my online banking and I had to unfreeze it temporarily to make this work.
