Seems pretty obvious to me - you've entered something incorrect in the porting form.
You need to check with your old provider and make sure to enter the correct details for the number porting to work.
The error that you're getting happens if you enter something like unregistered prepay instead of registered prepay, or prepay instead of bill pay, etc.
