What do you mean by "Dum inactive"?
Do you mean "SIM inactive"?
When were you last able to successfully buy a membership plan?
If you haven't bought one for 6+ months and, as a result, your SIM has been deactivated then you'll need to contact 48 support to see if they can reactivate it.
