Why can't I text Premium SMS/5xxxx numbers?

Why can’t I txt premium numbers anymore? It was fine up until
A few weeks ago.

A few people have said that it was working before but, if it was, then it must have been some anomaly because 48 don't normally support it:

I asked 48 support about it last week and they said that the above link was still their policy.

The only Premium SMS 5xxxx number that normally works is 50048 for APN settings:

and even that doesn't work at the moment and it always returns "(Error#701): ServerBusy":
