Hii i am using virgin sim from 1 year but i am switching to 48 and my bill for virgin is due for 30 euro before porting to 48 do i need to clear the bill?

That's a matter for Virgin - you'll have to ask them and/or check the terms and conditions of your contract with them.
This has nothing to do with 48.
