New SIM card does not work

I received a SIM card, inserted it into the phone, activated it with the code on the card, but the phone does not catch the network. Next to 3 phones with operator 48 they work normally. I inserted the SIM card into different phones, the result is the same, no network connection.

Sounds like it could be a dud SIM?
