What make and model of phone is it?
When was the SIM last working correctly?
When was a membership plan bought for this account?
"SIM not provisioned" may mean that the account/SIM has been deactivated.
Are there any messages when you log into your online My48 account?
Might need a replacement SIM.
Or if the account has been deactivated (e.g. because no membership plan was purchased for 6+ months) then you'll have to contact 48 support for further assistance.
