I want the 9.99 plan instead of 12.99, I already received the sim and activated it but I change my mind, can i do thaT OR do I need to order a new sim

See here for the qualification criteria for the offer:
If you meet the qualification criteria then you can avail of the offer.
If you don't meet the qualification criteria then you can't avail of the offer.
Note, in particular, the requirement to keep the membership plan auto-renewal option enabled in order to qualify.
If you don't qualify then you'll probably need to order a brand new SIM with a different email address.
But this means that you'll also have to pay the activation fee again when you activate the new SIM.
