Hi, I got a new card/number and when I tried to activate it, the number shows it is already in use by someone else on WhatsApp.

I requested a replacement card, but the number is still the same, can anyone guide me here.

I think you need to get onto WhatsApp about this. 

It's not a 48 issue. 

It may be that it was a number that was previously used by someone else, was registered on WhatsApp, but has since been "recycled" and you got it but it's still registered on WhatsApp. 

Maybe this is relevant?

If you want to get a different number on your 48 account then you'll need to contact 48 support to see if they can assist.
