I am already with 48. I want to order a SIM for my son. Can I order and set him up u Der the one account?

No. 48 don't provide family/group accounts to manage more than one SIM/account/membership etc. under one login.

Every SIM requires its own account/login/email address etc.

You'll need to use a different email address and account for the second SIM.
