Why can't I receive SMS messages from Hong Kong and Ireland?

When you say "from Hong Kong and Ireland" does this mean that you can't receive any text messages at all? 

Or are you able to receive texts from some numbers?

Can you send texts to Hong Kong and Ireland? 

Is your SMSC number configured correctly?

Can you make/receive calls to/from the numbers in question?
