What does the subject line "To" mean?
Did you top up with €10 cash credit?
That doesn't increase your mobile data allowance.
Cash credit is only used to pay for services that are not covered by membership plan allowances.
E.g. stuff like international calls/texts, MMS messages, premium SMS messages, calls to certain other numbers that are not covered by the plan call allowances.
Or to buy membership or add-ons instead of using a payment card.
If you are on the €12.99 membership plan then you have unlimited national mobile data.
If you are on some other membership plan with limited data and have used up your mobile data allowance before the end of the membership plan month then you can buy a data add-on to continue using mobile data until the end of the membership plan month.
You'll still need an active membership plan to use outgoing services including calls, texts and mobile data.
If that doesn't address your issue then you'll need to explain your issue more clearly and in more detail.
