Hello , was problem with app and I pay twice for internet!

What do you mean? 

What exactly did you pay twice for? 

Membership plan? Data add-on? Something else?

What does your Transactions page say about recent payments/purchases? 

What was the problem with the app? 

What happened? Any error messages?
