No data, can't make calls

Outside rep of Ireland & have no data. Cannot make calls. Have configured & reconfigured & switched off/ on phone. No joy. Please help as I need access. Working off WiFi at the mo but can't do that when moving around. Also can't seemto msg 48 help/support. Thx in advance
