Due to the stupid way that Apple do things this problem hits a lot of iPhone users web roaming abroad.
You may have to try that tip many times before it works.
It may help to toggle airplane mode on and then off and immediately try it as that may help it to "catch" the local network.
By the way internet/data will not work while roaming abroad as 48 don't support it.
You'll have to use wifi where available.

Also if you're trying to get iMessage to work then again Apple seem to try to make this difficult for some users:

Lastly you'll need cash credit to pay for outgoing texts and outgoing/incoming calls while roaming abroad.
Or EU roaming add-ons.

You will still need cash credit to pay for such calls.
International calls from Ireland have nothing to do with roaming.
