What exactly do you mean by "a 48-pin SIM"?

48 roaming should work in those countries.

See here: 

Romania and Moldova are listed under "EU & UK" (even though Moldova isn't an EU member) while Albania is listed under "Rest of Europe" and different arrangements and charges apply to the latter.

In relation to roaming issues the usual generic advice applies...

Unfortunately many people still seem to have problems with roaming abroad on 48 for some reason.

(On the other hand all the people who have no problems don't post to report their positive experiences!)

If your SIM predates January 2023 then a replacement may mitigate or eliminate roaming problems:
