Starting phone

Do you have to always put your pin number in when starting your phone? Isn't yiur passcode enough? Can I do something so I don't need to put the pin number in all the time?

Sim data

I changed to 48 and it keeps coming up saying "sim card changed restart phone now" or it says "refreshing sim data" and i have no signal. How do I fix this? Thanks
