First off it's not a good idea to post personal details such as your phone number in a public forum like this where anybody can see and use it.
If presume by €12.99 topup you mean that you're trying to buy a new membership plan?
When were you last able to successfully buy a membership plan?
Are your payment card details still correct/valid?
What happens when you try to buy a membership plan?
Any error messages?
Are you using the app or the web interface?
