There's no reason that you cannot call/text UK numbers if you have the necessary cash credit to cover the costs of the calls/texts.

If that doesn't work when you have the necessary cash credit then what happens?
Any errors?
Are you using the correct prefixes - e.g.

If you are and calls still won't go through then contact 48 support for help.

Worth noting that Northern Ireland landlines can be called using the 048 prefix and this may be cheaper or included in landline bundle allowances (but I'm not 100% sure about that):

Do you have enough cash credit to cover the cost of calls (50c per minute) and texts (25c per SMS)?

Log into your online account or dial *100# and hit call to get your cash credit balance.
What happens when you try to call or text?
Are you sure that you're using the 00 44 or +44 prefix?
Are you sure that you're using the correct UK area code and dropping the leading zero?
Can you post the format of the number that you're using - substitute random digits for the actual number for privacy purposes.

48 support have confirmed that when "WhatsApp unlimited" was enabled it was only available to those with memberships (with a data allowance or add-on) starting on or after 10th June. However this has been rectified now and it's available to everybody (other than those with memberships with no data allowance and no data add-on).
