Not for me it's not - Dublin city centre.

Make sure that your internet settings are correct:

If necessary do a manual search for networks and (re)connect to 48.

If that doesn't help then you may need to contact 48 support for more advice.

Does 48 still only offer 3G and not 4G?

Not just 3G - all the way up to H+ - but unfortunately still no 4G/LTE:

Did you try reconfiguring your settings using the instructions that I linked to above?
Did you contact 48 support?
