Can I still get the 7.99 offer if I have only ordered a sim on Jan 31st 2021.

No. You have to have the SIM, activate it and buy a membership before February 1st to get the €7.99 per month offer..
Unless they extend the offer again before then.

For what it's worth it looks like the new offer from today is €10.99 per month for all calls/texts (subject to fair usage limits) and 100GB data.
