Not receiving SMS on one number but can on another.

Recently just tried to get some verification codes on my 2nd phone number but received no text messages even from several sources.
Switched back to my primary number and I can receive texts.
Tried most solutions such as restarts, resets, clearing memory/data from the messages app and SMSC.
Nothing.
I was able to receive verification codes 3 months ago on the same number but now I can't.
The number however has never had a membership although I top it up with some credit every so often inorder to keep the number but that shouldn't be a reason unless something has changed within the past 3 months.

How long has the number/account not had a membership purchased?

If it's 6+ months then the account/number will have been deactivated.

Adding cash credit to your account isn't sufficient to keep it active past the 6 month cutoff period as far as I know.
