Settings Disappearing on iPhone XR

Hoping someone can help here. I have an iPhone XR and we also have an iPhone 7+
The issue on both of them, is that I have updated the settings in Settings -> Mobile Data -> Mobile Data Network and saved them. They seem to stay for a while, then disappear.

I have turned off the phone and on again just after I've updated the settings and the setting remain. However, after a few days they seem to disappear. I need to keep an eye, but it may be happening after iOS updates, or updated to the My48 app? I'm not sure this is the case so I'll keep notes to be sure.

What if you backup your phone (e.g. to iCloud or iTunes), factory reset it, and then restore your backup. Do the settings persist after doing that?
