My text credit has run out and Messenger won't work even with Internet,is this normal?

What exactly do you mean here by "Messenger"?

If you mean your text message app and you have no text allowance balance left then it makes sense that you cannot send texts.

In that case you need a text add-on to tide you over until the end of your current membership period.
