Try all of the steps here - including contacting 48 support if all else fails:

Several Xperia Z1 models are listed as supported in the online Tweakker configurator so that should work.

Doesn't seem to be working for me, tried the default settings aswell but no use.

Did you try the online configurator for your phone?

Did you try the Tweakker APN app from the Google Play Store?

Post your settings for review/comment so.

Is data roaming enabled?

Do you definitely have a data allowance as part of your membership or a data add-on?
