Can you use the 20 euro as credit to make calls outside the offer - i.e. while roaming? I'm lazy to search ths

Yes - some services (not just while roaming) are charged from your credit balance.

You still need membership by the way.

If you are roaming in the EU then the EU roaming add-ons are often more cost effective:

Thanks... yeah I checked the roaming add-ons and they're actually pretty sweet.

Bear in mind that they are for EU countries only.
