My phone keeps saying call barring when ever I try to make a call and I don't know how to take it off because I need a password for the nokia asha 203 if anyone knows it please message me thanks

It May be down to a breach of 48's fair usage policy... see the link below for more:

If you have exceeded your membership's allowance - you are restricted from that point until renewal of your monthly membership - at which point you can ask 48 support to lift the restriction.

To confirm that this is the reason - go to your membership page and check for message's/notification's.
