Can't connect to a landline

I can't connect to a landline which i ring regularly.
I've no problem connecting on others phones to this landline so I know the issue is with the 48 network. The landline I'm trying to connect to recently changed their provider but kept same number, please can you help resolve this, thanks you

By the way is the number a regular Irish national landline number?

And not a "special" number that requires cash credit on 48 to pay for the call - eg 1850/1890 etc?
