You mean how do you connect from your iPad to your phone's hot spot so that the iPad can use the phone's data connection?

You need to configure the hot spot on your phone and then it will appear as a wifi network that the iPad can connect to.

What sort of phone do you have - Android. iPhone etc.?

Your internet/APN settings need to be already configured on your phone so that the data/internet connection works from the phone:

IPhone How to fix "contact carrier for hotspot"

go to settings > Mobile Data Options> select Mobile Data Network> Scroll to Hotspot and select APN and enter 48months.liffeytelecom.com bress the back button and your done.
